Purpose and Program Overview
The Ecosystem Funding Round is a $15 million stream within ARENA’s Launchpad Program, established to fund the organisations that support Australia’s early-stage clean energy startups. Rather than funding individual companies directly, this round backs accelerators, incubators and other support providers delivering multi-year programs that build startup capability and readiness for investment.
The round aims to increase the volume, diversity and success rate of early-stage Australian businesses aligned with ARENA’s mandate and to address capability gaps that funding alone cannot solve — including commercialisation, regulatory navigation, customer development and investor engagement. It also seeks to build enduring, scalable delivery models within Australia’s clean energy startup ecosystem and to help startups become more attractive to future investors and public sector funders.
Unlike the Startup Funding Round, which closes on a fixed date, the Ecosystem Funding Round runs as a rolling, non-competitive process. Applications are assessed as they arrive until the funding pool is exhausted.
Key Grant Details
- Grant amount: Up to $5 million per successful applicant; no minimum grant amount is prescribed
- Total funding pool: $15 million AUD
- Applications open: 16 September 2026
- Applications close: No fixed date — the round remains open until the funding allocation is exhausted
- Eligible organisations: Australian accelerators, incubators, NGOs, universities and research institutions, industry associations, and government statutory corporations
- Co-contribution: Not mandatory, but evidence of co-contributions or in-kind support from partners strengthens an application under the Financials merit criterion
- Location: National — open to eligible Australian organisations across all states and territories
- Funding duration: Support may be sought for eligible activities over a period of up to four years
Priority Sectors
The round is not restricted to a single sector but supports organisations that accelerate, incubate or otherwise assist startups developing:
- Renewable energy technologies
- Electrification technologies
- Energy efficiency technologies
Proposed activities must align with ARENA’s statutory functions and Investment Plan, and the participating startups must generally have progressed beyond idea stage to at least Technology Readiness Level (TRL) 3.
Funding Scope
- Grant cap: Up to $5 million per applicant, with no set minimum
- Total allocation: $15 million, with ARENA expecting to fund at least two or more applicants
- Funding structure: A single, open stream (no sub-categories such as feasibility or capital works)
- Project duration: Up to four years, with funding requests expected to be proportionate to the scale of activities and the applicant’s organisational capability and track record
- Portfolio approach: ARENA intends to fund a portfolio of successful applicants rather than a single organisation, subject to merit
Eligibility Criteria
To apply, an organisation must:
- Hold a valid Australian Business Number (ABN) at the time of application
- Be one of the following entity types: an Australian company incorporated under the Corporations Act 2001 (Cth); a State or Federal Government Statutory Corporation; an Australian university or research institution; a registered Australian not-for-profit or charity; or an Australian industry association
- Demonstrate that its proposed activities provide acceleration, incubation or other support services to Australian startups developing renewable energy, electrification or energy efficiency technologies
- Show that the proposed activities can contribute to both the Program Objective and the Ecosystem Funding Round Objective
Ineligible activities include:
- Support programs for idea-stage concepts that have not reached TRL 3
- Support programs for startups unrelated to ARENA’s statutory functions and Investment Plan
- Passing ARENA grant funding through to startups as investments, cash payments, recycled grants or debt
- Activities completed or funded before a Funding Agreement is executed
Eligible Activities and Expenses
Funded activities should build startup capability and support commercialisation pathways, such as:
- Delivering acceleration or incubation programs for early-stage clean energy startups
- Building capability in commercialisation, business establishment and regulatory processes
- Supporting customer development, investor engagement and technical or engineering advice
- Strengthening delivery models, networks and program infrastructure that support multiple startups over time
Applicants should also review Part 7 (Eligible Expenditure) of the ARENA Launchpad Program Guidelines when preparing a budget.
Assessment Process
The Ecosystem Funding Round is an open, non-competitive, merit-based process. ARENA assesses complete applications on a rolling basis, first against Eligibility Criteria and then against four weighted Merit Criteria:
- Market Need and Opportunity — the significance of the problem being addressed and its relevance to ARENA’s mandate and Strategic Priorities
- Team and Partners — the applicant’s capability, track record, and strength of its partner network
- Solution and Program Delivery — the quality, rigour and differentiation of the proposed support program
- Financials — the credibility of the budget, value for money, and evidence of co-contributions or in-kind support
ARENA may engage with applicants before submission to help develop a proposal, and may invite shortlisted applicants to present to the ARENA Advisory Panel or Board.
Recent Program Updates
- The Ecosystem Funding Round launched on 16 September 2026 as part of the broader $30 million Launchpad Program
- Applications are accepted on a rolling basis, distinguishing it from the Startup Funding Round’s fixed 28 October 2026 closing date
- Participation in this round does not affect an organisation’s ability to apply for other ARENA funding programs, including the Startup Funding Round
Application Tips
- Confirm entity type and ABN status meet the Eligibility Criteria before starting an application
- Prepare a Design and Execution Plan addressing all four Merit Criteria, supported by evidence of partner and stakeholder commitment
- Demonstrate a credible, proportionate budget with evidence of co-contributions or in-kind support where possible
- Clearly articulate the target startup cohort and how the program addresses gaps that funding alone cannot solve
- Apply early where possible, as assessment is rolling and the $15 million pool is finite
